The Library Directors represent the member libraries and provide direction to and establish policy for the Consortium.

Members are responsible for complying with the obligations of NEOS membership, establishing and reviewing the vision, mission, goals and objectives, establishing the governing policy of the Consortium and electing a NEOS Executive. The Directors also approve any financial formula used to calculate fees.

The Library Directors meet at least twice per year (including the Annual General Meeting which is held each Spring). Financial matters, including the budget for the following year, are considered at the Fall business meeting.
